Innovative District Cooling Initiative for Kalundborg’s Industrial Growth

To support the industrial development in Kalundborg, the project was initiated to serve new and existing production facilities with efficient and sustainable cooling. Kalundborg Forsyning (KALFOR), the local multi-utility, took upon itself to develop a new utility service line, district cooling, from scratch. The project included a 166 MW seawater cooling solution that supplies the industrial facilities of Novo Nordisk and others with cooling.

Enhancing Infrastructure with Strategic Planning and Governance

Devcco assisted KALFOR with business model, system architecture and commercial structure in the initial stage of business development. Our team planned and executed the service development process and procedure, paving the way for the successful establishment of the district cooling company and service.

To ensure smooth operations, We also designed a robust governance structure. This structure enables efficient project review, resource allocation, and timely approval to execute the project. Moreover, it ensures that mandates are assigned and enforced promptly, contributing to effective decision-making and project management.
Lastly, the Devcco team supported brokering the development agreement between the utility and the future cooling clients, to enable an efficient process with commitment and contribution from all parties.

Setting the Stage for Sustainable Industrial Cooling by 2025

The project is currently under construction and will, come 2025, be ready to deliver sustainable cooling for the continued developments in Kalundborg. The project has included investments of approx. €250m in seawater intake and district cooling network and will replace the existing cooling towers at the industrial facilities.
